allows the office of Chief Counsel to dialogue with the Division
about ASFA issues and address barriers.

because of licensing requirements not ASFA.

Our Quality Assurance Unit produces the quarterly Performance
Report which captures compliance requirements for permanency. The
annual ASFA Report monitors compliance with ASFA.

We have some changes planned but not implemented yet.

survey, has there been any ASFA training for child welfare agency

a. What topics were covered in that ASFA training?
Aspects of Reasonable Efforts and Compelling Reasons have been
incorporated in our new worker Pre- service training curriculum.
Additionally many our staff attended a Court Appointed Special Advocates
(CASA) Conference sponsored by Administrative offices of the courts
where two Workshops –“Dependency –Neglect Case law Update” that
examined how ASFA is developing through case law in other states.
And, “ Hearings in a Dependency Neglect Case that included aspects
of ASFA “

The major barrier is a lack of mantal health and substance abuse
treatment programs to serve clients.

b. Are there any significant lessons you learned from the CFSR
process that you suggest we include in our curriculum? If so, please
describe.
- Development of the statewide assessment should begin as soon
as the state receives its national data profile.
- Utilize the ACF Regional Representatives as much as possible.
For the onsite review, cases should be pulled as soon as possible
using the order given by the Feds. Because some cases will not
be appropriate, and you will be unable to locate some clients,
it is a good idea to pull 50 cases over the sample to be reviewed.
10. Is there anything else that you
want to tell us regarding the best way to support staff as they
implement the requirements of ASFA?
Coordination between workers and the court system is crucial to
effective implementation.
